Phil Maxwell

Phil Maxwell is the central region enterprise risk management (ERM) leader in the advisory risk transformation services practice of Ernst & Young LLP. He has over 25 years of broad risk management, strategic planning, finance and operations experience, and an extensive background in ERM (more than 16 years). Prior to consulting, Phil held several strategic and functional leadership roles in industry including launching two global ERM program for F1 companies from the ground up. He serves on the NC State University Enterprise Risk Management Initiative advisory board and is frequently sought after as a speaker and contributing author on how to link ERM and strategy based on firsthand knowledge.

Phil directed the implementation of a leading practice, end-to-end enterprise risk management framework for a leading health care, academic, and research institution. He transformed risk monitoring and risk reporting for multiple life sciences companies to produce data-informed risk insights that informed resource allocation decisions. Phil teamed with executives for a global consumer goods company to implement an actional Performance (Risk) Appetite framework that drove more explicit and balanced and risk informed decision-making. He developed and implemented an integrated risk management framework that strengthened risk governance and supported risk escalation routines. He advanced a risk culture for a leading consumer goods organization through the development of a communication’s plan, a three-tiered educational curriculum, and employee engagement strategy and he assisted a client in the implementation of a risk data analytics strategy that drove critical resourcing decisions by leveraging internal and external data to deliver business insights.
