Hillary Cavanagh

Hillary Cavanagh serves as the model lead for the potential Oncology Care First (OCF) Model at the Center for Medicare and Medicaid Innovation (CMMI). In this role, Hillary leads CMS’s efforts on the development of a potential new model for value-based payment to support high-quality oncology care. Prior to serving as the model lead for the potential Oncology Care First Model, Hillary worked in CMS’s Office of Legislation serving as a technical expert for the analysis of legislation relating to Medicare Part B coverage and payment policy issues. Hillary previously worked at Washington Council Ernst & Young providing legislative and regulatory strategic advisory services for health care clients and also worked at Avalere Health providing health policy and data analysis for health insurance companies, life sciences companies, and patient advocacy groups. Hillary earned her M.A. in health policy from the University of Chicago and her B.A. from the College of William and Mary.
